How did they know he did it if he wasn't speeding? If he wasn't speeding he wouldn't set off the camera, so they wouldn't see the fingers.

Thats cause he would of been done by one of the vans they record all the time and when a car goes past the speed will flash up if they are over the speed limit they just press print.
