Yes if you already have the skc for both clocks

The skc is a code that is required to programme the immobiliser which is buuilt into the clocks.

i read something about getting the code from the taco but very vague on how to get it
if i just drop it out to the main dealer can they get the code from germany
and how much would that be would you know?
The dealers cant see the code any more. The system wont show it to them. They could swap the clocks alright for you though.

Depending on the year of the car I or anybody else with vagtacho could do it too.
its a 99 b5 passat
the miles are different will the main dealer be able to put the actual miles on the new clocks? i could show then the nct from last month and the actual clocks.....
They should yes. If not someone with vagtacho and vcds definitely can.
