i dont think you can buy the adjusters one there own but if you have a spare set of lights they can be swapped easily. Sure new headlights are only 20 or 30 euro so probably less hassle to buy new ones. And new lenses really clean up the look of the front end.

If you want to improve your headlights get uprated headlamp looms. Increaes the voltage to your headlights to give full power and visability. Plenty on ebay for little money. A really worthwhile mod.

You can also make up the loom yourself if you have a bit of time and patience and a bit of electrical knowhow, not that hard to do
New headlights and uprated bulbs make a big difference as well. The lights on my golf used to be positively dangerous, now they are borderline acceptable with new lights and osram bulbs.
One of these days I'll get round to making a loom for it and I'll actually be able to see where I'm going
