Coolant Needle Not Reaching Operating Temperature

Hi all,
I recently bought a 6n polo 1 litre. However, I'm having a problem with my coolant temperature. Its not overheating at all. Its underheating.

When driving the needle stays at the minimum mark, it might move a small bit at times towards the 70 degrees but never reaches the 70. When in traffic the needle will slowly but surely climb to the normal operating temperature and stays put at this mark and not go any further. However for example when traffic lights turn green the needle wuill once again drop.

Today I took out the thermostat and placed it in hot water, It opened! What on earth do you reckon the issue is

The car is a pig on petrol. Getting about 40 miles on €10 (euro) of petrol.

I would be extremely grateful for any help/ advice. Would just like to get it sorted
