There would be a bit of work in it alright but it's do-able.
Basically you have the switch on the drivers door lock and from there the wiring runs to the vacuum pump in the boot, then you've got rubber tubing running from the pump to every lock in the car (except the driver's I think) and at each lock you have a little actuator. If you take everything out of the jetta there's no reason why you shouldn't be able to put it in the golf and make it work ok.

i have the air actuators in both my doors but what ever idiot had the car before me dismantled them, removed hoses, pump etc... so if you need an actuator leave me know (if one of yours doesnt work), theyre no good to me
Make sure not to 'crimp' the *green vacume hoses as the system is very sensitive to it. I did this on a MK1 and it all came out of a scirocco. Finding place for the bulky pump is the hardest part. (I found..). Will be removing mine too if you need anything...opting for the stronger electronic option.
